    “Ethics, integrity, and independence are non-negotiable.”

    For Allan Rwakakooko, leadership is not defined by position, but by responsibility - the responsibility to guide decisions, uphold integrity, and ensure that institutions operate with clarity and purpose.

    As Head of Legal Services at Umeme Limited, a company listed on both the Uganda Securities Exchange and Nairobi Securities Exchange, Allan operates at the center of governance, regulation, and corporate decision-making. He leads the company’s legal strategy, oversees complex contract negotiations and dispute resolution, and ensures alignment with regulatory and contractual obligations in an environment where every decision carries both legal and reputational weight.

    With over two decades of experience across both public and private sectors, Allan brings a strong blend of legal expertise, strategic insight, and leadership experience. Holding an LLB, a postgraduate diploma, and an MBA, his career has been shaped by advising on complex projects, leading teams, and supporting organisations through evolving institutional demands.

    At the core of his leadership philosophy is alignment - ensuring that organisational strategy reflects purpose, and that boards and senior management operate with a shared understanding of their stewardship responsibilities. He believes that without this alignment, even well-structured organisations risk inefficiency and misdirection.
    “Pay attention to the social contract and ensure alignment of strategy to organisational goals.”

    This perspective was shaped early in his career when he served on an intra-sectoral contract negotiation team involving multiple public institutions. The complexity of competing interests and strong personalities reinforced the importance of preparation, clarity, and the ability to build trust across teams - lessons that continue to define his leadership approach today.

    Beyond his organisational role, Allan has contributed significantly to the advancement of the legal profession in East Africa. As a member of the Advisory Board of the African Corporate and Governance Counsel Forum (ACGC), former Chairperson of the in-house committee of the Uganda Law Society and a mentor in the Chartered Governance Institute (ICSA) Mentorship Programme, he has supported the development of legal and governance professionals across the region.

    His impact has been widely recognised. He received the EALS Distinguished In-House Counsel Service Award and was named in the Legal 500 GC Powerlist (2024 and 2025) as one of the most innovative and outstanding in-house lawyers in East Africa.

    Yet, for Allan, leadership is ultimately about people. He believes that organisations thrive when leaders prioritise collaboration, simplicity, and accountability, and when individuals are empowered to grow and contribute meaningfully.

    In today’s governance landscape, he identifies a critical challenge: the need to clearly define the stewardship role of boards and ensure alignment between boards and executive leadership. Addressing this gap, he believes, is essential to building effective and sustainable institutions.

    His approach to ethical leadership remains clear and unwavering - decisions must be guided by integrity, independence, and a commitment to doing the right thing, even in complex situations.

    As a member of the League of East African Directors, Allan values the platform for continuous learning, peer engagement, and strengthening governance practice. The network, he notes, provides an important space for leaders to grow, share knowledge, and build meaningful professional connections.

    His advice to professionals is simple but practical: take advantage of opportunities to learn, connect, and grow - because strong networks and continuous development are essential to effective leadership.

    Ultimately, Allan’s leadership reflects a principle that defines strong institutions:
    Governance is not built on structures alone - it is built on alignment, integrity, and leaders who are committed to doing the right thing.
